Umm, Palestinians aren't allowed to vote in Israel because rather than not being Jewish, they're not actually Israeli. That's like arguing England is racist because it doesn't allow people in Mongolia to vote in its elections. They're different countries. Israel is at a fundamental level racist, it is an aggressor, routinely commits war crimes and lets face it, we've got enough war criminals of our own in the EU without letting a whole bunch more in.
